Bridging the Digital Divide and the Future of the Internet

Like elsewhere, digital divide in Russia means no equal opportunities for accessing the Internet.
Digital divide is many-fold and is noted region-wise, between the urban and the rural residents, between the young and the elderly.
The problem lies not only with technological challenges - that is, a mere physical accessibility of the Internet, but in socio-economic ones, such as the existing disparities in general economic development, education and healthcare, financial standing, etc.
What is the cause behind this challenge?
Where is Russia in the global Internet in this respect?
What shall Russia and the global community undertake in order to get over the digital divide?
These and other issues will be debated at the plenary session by leading Internet experts and representatives of the Russian government.

Legal Issues of Internet Governance

Internet management always incorporates legal aspects, be that technological, economic or social issues. The development of the legal base for the Internet in all countries of the world, including Russia, is still at the initial stage.
Most discussions on the Internet legislation comprise the debate on two main models of development of the Internet legislation: application of the already existing legal standards to the Internet or development of absolutely new laws for the virtual space.
The section will focus on  aspects of the Internet regulation both abroad and in Russia, reviewing latest legislative initiatives on creating the ‘Internet Law', including the Internet’s impact on changes in the copyright models, and responsibility of internet-providers in terms of copyright.

The Global Internet Security

With Internet's global expansion gaining momentum, it has become increasingly exposed to all kinds of crime, including the new generation of online illicit activities. This calls for development of more efficient and pro-active cybersecurity policies and instruments.
While there is no broad international consensus on the notion of cybersecurity per se, it is multifaceted and implies personal, corporate, national, network security and infrastructural resilience.
The challenge is yet more formidable, as the Internet has no borders and does not fall under jurisdiction of any individual state, nor there is a universal law to apply to cybercrime.
Guided by the ITU Global Cybersecurity Program and OECD Principles, as well as other background documents, participants in the roundtable will debate Russia's and international policies and mechanisms of combating cybercime.

Balance between Transparency and Protection of Privacy in the Internet Governance

Is the Big Brother watching one on-line more intensively than ever, and is one aware of that?
Has one’s personal information been stolen and fraudulently misused in the cyberspace, and are there ways to effectively counter this?
Finally, where is the demarcation line between the government’s right to know and an individual’s right to protect his privacy in a free, democratic state?
Participants in this roundtable will attempt to find answers to these critical questions, discuss international and Russian approaches and practices of protection of privacy in the Internet, and strike a balance between protection of privacy and the imperative to counter crime in the cyberspace.

Internet Governance: New Challenges and Opportunities for Russia and the World

Internet Governance is a unique issue that has for years generated the international debate on public policies with regard to critical elements of internet governance aimed to secure robustness, resilience, security, stability and development of the Internet.
The vigorous interaction between, and engagement of all the major stakeholders in the dialogue on the future of the Internet forms a pivotal component of the process engendered by the WSISs.
With more nations entering the previously uncharted territory, it is crucial to make sure they have their say in what is shaping the tomorrow’s Internet eco-system and its governance system.
This necessitates continuation of the global dialogue between the major stakeholders.
These are just few problems the closing session of the RIGF is going to focus on, yet it would hopefully form an induction to next Russia Internet Governance Forum.
