Internet Security Challenges

The WSIS Forum summary report named ICT confidence building as a key principle of info community. The  report will designate the key Internet security challenges, including primarily Internet ex-territoriality as a constraint for national regulation, which requires common intergovernmental legal and technical mechanisms. There will be an overview of the relevant international initiatives on Internet security involving Russia. Challenge 2: Internet misuse. Who must be held responsible for that? Where is the competence of the carrier? The need for introducing a new agent of legal relations in the Russian law on IT and communications. Internet law enforcement mechanisms. PPP. Challenge 3: Internet user security and authenticity, privacy and personal data. Federal law: On Personal Data, and Internet service providers. Internet ethics.
